Dr. Sherry Ephraim D.D.S.

Position: Chairperson

Dr. Ephraim has chaired the Saint Lucia Medical and Dental Council since the coming into effect in 2009 of the revised Health Practitioners Act establishing the Council. She is the Senior Dental Surgeon for  Saint Lucia and sits on the Allied Health Council.

She is the proprietor and Dental Surgeon of the Gentle Care Dental Clinic and Spa.

Currently she is pursuing a Masters in Clinical Research Administration.



Dr. Leonard Surage MBBS, FRCS(Glasgow), IFAAO

Position: Deputy Chairperson

Dr. Surage is the incumbent Chairman of the Caribbean Association of Medicals Schools (CAMC).He possesses an M.B.B.S (UWI) and is a Specialist in Otolaryngology.

Dr. Surage has served on various boards and organisations in several capacities.He is not only a founding member of the Tapion Hospital but has served as Medical Director, Board member and Chairman of the institution.

He presided the Saint Lucia Planned Parenthood Association (SLPPA) for five consecutive years and served the Saint Lucia Medical and Dental Association as President, Vice -President and board member of several sub committees over a span of eight years.

The current Chair of the Saint Lucia Monitoring and Accreditation Committee for Medical Schools and a member of the St. Jude Hospital Management Board for the past five years, Dr. Surage is esteemed as a founding member of the Caribbean Otolaryngologists Association.



Dr. Urban Seraphin J.P. J.P., Ph.D(Bus.Admin), Hon.Ed..D(Psy), Doctor Clinical Psychology; B.Cert.Psycho., CQSS., MRSH., FFA., CFA

Position: Member

Dr Seraphin is the Chairman of the Allied Health Council since its inception  in July 2009.

He is a certified Psychotherapist and Social Worker of the Central Council for Education and Training for Social Work (London) and a qualified member of the Royal Society of Health.

Dr. Seraphin presides the  Justice of the Peace Association and is a Certified Mediator of the Eastern Caribbean Supreme Court. He also serves as Director of the Family Rehabilitation and Singles Centre [FRSC].



Dr. Merlene Fredericks M.B.B.S, MPH

Position: Member

Dr. Fredericks possesses a Certificate in Field Epidemiology from the University of North Carolina at Chapel Hill School of Public Health; a Master of Public Health from University of South Florida and an M.B.B.S from the University of the West Indies Jamaica.

After completing her medical internship in Jamaica in 1998, she occupied the post of Senior House Officer with the emergency medical departments of Victoria Hospital in Saint Lucia and the Queen Elizabeth Hospital in Barbados from 1999 to 2004.

In 2010, she was appointed as Chief Medical Officer of Saint Lucia prior to which she held the positions of Senior Medical Officer and Acting Chief Medical Officer in the Ministry of Health as well as District Medical Officer.

She has been instrumental in a number of health initiatives in Saint Lucia including the Memorandum of Understanding between the University of South Florida, School of Public Health and the Ministry of Health in Saint Lucia which would enable Saint Lucian students to access training in Public Health more easily; the CAMC (Caribbean Association of Medical Councils) accreditation of the medical internship programme at the Victoria Hospital and an initiative aimed at increasing the competencies of health care workers involved in the primary care sector in Saint Lucia in Public Health and Epidemiology. In 2009, she led the country’s response to the H1N1 Influenza pandemic.

As a young, aspiring medical doctor, Dr. Fredericks was the recipient of the Ben Critchlow scholarship, the economic cost award from the government of Saint Lucia and was also her high school valedictorian.



Dr. Kim Gardner MD, MsPH, FAAP

Position: Member

Dr. Gardner holds a Bachelor of Science Degree in Biology from Florida State University and a Medical Degree from Duke University School of Medicine. She also possesses a Master of Science in Public Health from the University of North Carolina,Chapel Hill. Her Residency training was completed at Vanderbilt University School of Medicine.

A Fellow of the American Academy of Pediatrics, she is an American Board Certified Paediatrician. Dr. Gardner holds the position of Adjunct Professor at Vanderbilt University School of Medicine and helps with the training of residents who want an international tropical medicine experience.

She returned to Saint Lucia five years ago and worked as a Community Pediatrician within the public service for three years. She is currently the Director and Pediatrician of the Child Development and Guidance Centre (CDGC).
